Samson Management Ltd. was initially incorporated under the Alberta Business Corporations Act to act as a holding company for Samson Cree Nation's real estate portfolio.
It then evolved into a business investment management company, performing the "for-profit" economic development activites for Samson Cree Nation, which ultimately leads to job creation, employment, and training opportunities for its' members.
In 1995, an overview of this Company revealed an amalgamation of Samson Management Ltd. with the Economic Development Department. This included management and administration of a variety and mixture of for-profit businesses and non-profit programs and services including a Fish Farm in Devon, Egg Operation at Redwater, Bag Factory, Boat Factory, Hawk Radio, Willowview General Store, Sonias Grocery, Mikwan Video, Roots & Berries Pharmacy, Samson Subway, Samson Cafeteria, Cree TV & Cable, Bear Hills Insurance and numerous off-reserve commercial, agricultural and residential real estate holdings.
The Economic Development Department was involved in research and studies of First Nation owned businesses including WHMIS - tire recycling, Canadian Flax Pulp Ltd. - straw-pulp, acquision of small businesses including Perfume Dispensary machines and also involved in assisting entrepreneurs in setting up of small businesses in the community.
Financially, Samson Management Ltd. was operating in an estimated $1.5 - 2.5 million dollar deficit, however employing approximately 250 employees.
In 1997, the corporate strategy was to remove all non-profit operations out of Samson Management Ltd. first and deferring the for-profit operations in the latter part of a re-engineering exercise. It wasn't until 2001 that the Corporate Mangement Team of Samson Management Ltd. started taking a look at independently operated entities and joint venture partnerships including Bear Hills Insurance.
